Subject: [PATCH] Add the function `fill-polish-nobreak-p'

* lisp/textmodes/fill.el (fill-polish-nobreak-p): Prevent
line-breaking after a single-letter word even if this word is not
preceded by a space.  Fixes bug #20871.
