Support the new Japanese era name

* admin/unidata/NormalizationTest.txt:
* admin/unidata/UnicodeData.txt: Add U+32FF SQUARE ERA NAME REIWA.
Do not merge to master.

* test/lisp/international/ucs-normalize-tests.el
(ucs-normalize-tests--failing-lines-part1)
(ucs-normalize-tests--failing-lines-part2): Update.  Do not
merge to master.

* etc/NEWS: Mention the change.
