Unexec removal: Build system

* configure.ac (CYGWIN_OBJ): Remove comment.
* src/Makefile.in (PAXCTL, SETFATTR, PAXCTL_dumped, PAXCTL_notdumped):
Remove definitions.
(emacs$(EXEEXT), temacs$(EXEEXT), bootstrap-emacs$(EXEEXT)):
* src/deps.mk: Remove 'unexec'-specific code.
