Define and use new alias display-blink-cursor-p

display-graphic-p is not used in this case because it may be possible
in the future for terminals to allow control over cursor blinking. For
details, see bug#35058.

* lisp/frame.el (blink-cursor-mode): Use display-blink-cursor-p.
