Document behavior of collation on Cygwin

* test/automated/fns-tests.el (fns-tests-collate-sort): Mark as
expected failure on Cygwin.
* doc/lispref/strings.texi (Text Comparison): Document that
punctuation and whitespace are not ignored for sorting on Cygwin.
