Add open/close parenthesis syntax to “<” and “>” in JSX

* lisp/progmodes/js.el (js-jsx--syntax-propertize-tag): Like in
sgml-mode, treat “<” and “>” like open/close parenthesis, making the
text more navigable via forward-sexp, etc.
