Document Emacs 26 behavior of Dired's 'Z' on directories

* doc/emacs/dired.texi (Operating on Files): Document behavior
of 'Z' on directories.

* etc/NEWS: Belatedly announce the new behavior of Dired's 'Z'
on directory names and on .tar.gz archives.
