Remove two functions obsolete since Emacs 23

* lisp/international/mule-cmds.el (unify-8859-on-encoding-mode)
(unify-8859-on-decoding-mode): Remove functions obsolete since
Emacs 23.
* lisp/nxml/xsd-regexp.el: Doc fix.
