Don't disable eldoc when doing edebug

* lisp/emacs-lisp/eldoc.el
(eldoc-display-message-no-interference-p): Don't disable eldoc
when edebugging (bug#56459).  There should be no interference in
that case, because edebug messaging is done after stepping, and
eldoc messaging is done after other movements.
