Make format-spec accept function substitutions

* lisp/format-spec.el (format-spec): Accept a function producing the
substitution for a character.
* doc/lispref/strings.texi (Custom Format Strings): Document the
above change.
* test/lisp/format-spec-tests.el (format-spec/function): New test.
