Add Zstandard compression support for Tramp

* lisp/net/tramp-archive.el (tramp-archive-suffixes)
(tramp-archive-compression-suffixes): Add zstd compression suffixes.
* lisp/net/tramp-sh.el (tramp-inline-compress-commands): Add
zstd (de)compression commands.
