Improve documentation of `ns-use-proxy-icon`

* doc/emacs/macos.texi (Mac / GNUstep Customization):
* src/nsfns.m (syms_of_nsfns): Fix documentation of
'ns-use-proxy-icon'; explain what it does and how it's
used.  (Bug#66190)
