Default FILE to the current buffer for list-tags

* doc/emacs/maintaining.texi (List Identifiers): Update
`list-tags' doc (bug#37611).
* lisp/progmodes/etags.el (list-tags)
(tags--get-current-buffer-name-in-tags-file): Default FILE to the
current buffer for list-tags.
