Fix bug#25607

* lisp/net/tramp.el (tramp-completion-file-name-handler):
Improve autoloaded version.
(tramp-autoload-file-name-handler): Avoid recursive load.
(tramp-completion-handle-expand-file-name): Handle empty NAME.
