Clarify the documentation of nested comments.

* doc/lispref/syntax.texi (Syntax Flags): State that only comments of the same
style are recognized inside nestable comments.
(Low-Level Parsing): Clarify that parsing will stop after the start or end of
UNNESTED comments.
