+ (BLESSMAIL_TARGET): New variable.
+ (MOVEMAIL_NEEDS_BLESSING): Remove, replace by above variable.
+ (blessmail): Always define this rule.
+ (need-blessmail): New rule, split out from maybe-blessmail.
+ (maybe-blessmail): Use BLESSMAIL_TARGET.
