some unnecessary tests.
* composite.h (COMPOSITION_ENCODE_RULE_VALID): New macro.
(COMPOSITION_ENCODE_RULE): Arguments now must be valid.  This
affects only one use, in DECODE_COMPOSITION_RULE, which is changed.
