Explicitly handle :vc-backend in a package specification

* lisp/emacs-lisp/package-vc.el (package-vc-archive-spec-alist):
Document the feature.
(package-vc-unpack): Check for :vc-backend in both PKG-SPEC and the
archive specification data.
