Rename vc-stay-local back to vc-cvs-stay-local

* lisp/vc/vc-cvs.el (vc-cvs-stay-local): Rename back from
vc-stay-local (bug#19548).  Improve the docstring.
(vc-cvs-stay-local-p): Update accordingly.
