Don't use unexmips on NetBSD.

(LIBS_MACHINE): Move definition lower, so it doesn't use
LD_SWITCH_MACHINE, START_FILES, LIB_STANDARD, LIBS_TERMCAP,
C_SWITCH_MACHINE, and C_DEBUG_SWITCH.
