Fix for some etc/refcards encoding issues

* etc/refcards/cs-dired-ref.tex, etc/refcards/cs-refcard.tex:

* etc/refcards/sk-refcard.tex, etc/refcards/sk-survival.tex:
Input "utf8off", which seems to be needed.
