Fix char-width-table values for some Emoji

* lisp/international/characters.el (char-width-table): Add missing
range U+1F400..U+1F43E.  (Bug#24699)

* admin/notes/unicode: Mention the need to verify char-width-table
setting against data in EastAsianWidth.txt.
