Convert erc-fill minor mode into a proper module

* lisp/erc/erc-fill.el (erc-fill-mode, erc-fill-enable,
erc-fill-disable): Use API to create these.
(erc-fill-static): Save restriction instead of caller's match
data.  (Bug#60936.)
