Only request stuff that server says it's capable of

* eglot.el (eglot--server-capable): New helper.
(eglot-xref-backend)
(xref-backend-identifier-completion-table)
(xref-backend-references, xref-backend-apropos)
(eglot-completion-at-point, eglot-eldoc-function): Use it.
