Improve Tramp test performance

* lisp/net/tramp.el (tramp-backtrace): Improve performance.

* test/lisp/net/tramp-tests.el (tramp-test03-file-name-host-rules):
Skip for older Emacsen.
(tramp-test39-utf8): Remove instrumentation.
