edebug: remove ancient code for ancient XEmacs support libs

* lisp/emacs-lisp/edebug.el (edebug--require-cl-read): Remove.
(edebug-setup-hook, cl-read-load-hooks): Don't modify.
(edebug-unload-function): Don't modify cl-read-load-hooks.
