Add new macro `ignore-error'

* doc/lispref/control.texi (Handling Errors): Document
`ignore-error'.
* lisp/subr.el (ignore-error): New macro.

* lisp/progmodes/elisp-mode.el (elisp-completion-at-point):
Provide completion for `ignore-error'.
