Make find-change-log prefer a VCS root, if no ChangeLog exists.

* lisp/vc/add-log.el (change-log-directory-files): New option.
(find-change-log): Respect change-log-directory-files.
* doc/emacs/maintaining.texi (Change Log Commands):
Mention change-log-directory-files.
