Use handler-bind to repair bytecomp-tests

* test/lisp/emacs-lisp/bytecomp-tests.el
(bytecomp-tests--error-frame, bytecomp--byte-op-error-backtrace):
Make test pass again and simplify, using handler-bind instead
of the previous debugger hack.
