Make c-submit-bug-report file reports at debbugs.gnu.org.  (Bug#15784)

* lisp/progmodes/cc-mode.el (c-mode-help-address):
Change to submit@debbugs.
(c-mode-bug-package): New constant.
(mail-position-on-field): Declare.
(c-submit-bug-report): Insert X-Debbugs-Package header.

* doc/misc/cc-mode.texi (Mailing Lists and Bug Reports):
Mention debbugs.gnu.org.
