In mouse-drag-line don't exit tracking prematurely (Bug#12006).

* mouse.el (popup-menu): Fix doc-string and re-indent code.
(mouse-drag-line): Don't exit tracking when a switch-frame or
switch-window event occurs (Bug#12006).
