Misc improvements to the xref glue code

* eglot.el (eglot-xref-backend): Don't check capability here.
(eglot--collecting-xrefs): Reworked from  eglot--handling-xrefs.
(eglot--handling-xrefs): Remove.
(xref-backend-apropos, eglot--lsp-xrefs-for-method): Use eglot--collecting-xrefs.
