Don't redundantly cl-print arglist in function docstring again

* lisp/emacs-lisp/cl-print.el (cl-print-object): Don't print arglist
part of docstring.
* test/lisp/emacs-lisp/cl-print-tests.el (cl-print-tests-1): Update
test accordingly.
