Clarify consequences of mismatching Flymake diagnostic buffers

Fix bug#34418.

* doc/misc/flymake.texi (Flymake utility functions): Add note to
flymake-make-diagnostic.

* lisp/progmodes/flymake.el (flymake--handle-report): Discard
diagnostics from other buffers.
