Fix content decoding in gnus-read-ephemeral-bug-group

* gnus-group.el (gnus-read-ephemeral-bug-group): Bind
coding-system-for-read and coding-system-for-write only around
with-temp-file, and make buffer unibyte.  Don't write temp file twice.
