Minor improvements in Tramp error reporting

* lisp/net/tramp-cmds.el (tramp-bug):
Handle `tramp-suppress-trace' property.
(tramp-reporter-dump-variable): Improve variable dump.

* lisp/net/tramp.el (tramp--startup-hook, tramp-password-save-function):
Add `tramp-suppress-trace' property.
