Remove handling of non-string time-stamp formats, obsolete for 20 years.

* lisp/time-stamp.el (time-stamp-format): Doc fix.
(time-stamp-old-format-warn, time-stamp-fconcat): Remove.
(time-stamp-string): Ignore non-string formats.
