Don't call gnulib's careadlinkat on Windows.

 src/w32.c (careadlinkat, careadlinkatcwd): New always-fail stubs.
 lib/makefile.w32-in ($(BLD)/careadlinkat.$(O), GNULIBOBJS):
 Revert last change.
