Remove some dubious uses of `interactive-form`

* lisp/emacs-lisp/cl-generic.el (cl--generic-lambda): `commandp` and
`interactive-form` are for function values, not for source code.
* lisp/cedet/semantic/db-el.el (semanticdb-elisp-sym->tag):
Prefer `commandp` over `interactive-form`.
