Make dired-omit-here-always obsolete, in favor of standard function.

* lisp/dired-x.el (dired-omit-here-always): Make it obsolete.

* doc/misc/dired-x.texi (Omitting Variables): Refer to add-dir-local-variable
instead of the obsoleted dired-omit-here-always.
