Fix another flymake sync bug

* eglot.el (eglot-flymake-backend): Only report unreported sometimes.
(eglot--maybe-activate-editing-mode): Start flymake explicitly
when didOpen.
(eglot--textDocument/publishDiagnostics): No need to set
unreported-diagnostics to nil.
(flymake): Require it.
