Remove HIDE_LISP_IMPLEMENTATION and cleanup cons free list check.
* lisp.h (HIDE_LISP_IMPLEMENTATION): Remove as useless for a long
time.  Adjust users.
(CHECK_CONS_LIST): Remove.  Convert all users to check_cons_list.
