Avoid signaling an error in 'describe-symbol'

* lisp/help-fns.el (describe-symbol): Avoid errors when the symbol
exists as a function/variable/face/etc., but is undocumented.

* test/automated/help-fns.el (help-fns-test-describe-symbol): New
test.
