Don't initialize CC.

(creating src/Makefile): Also generate -U switches
for symbols in the $configuration value.

(creating src/Makefile): Delete blank lines along with lines of whitespace.

Check for sys_siglist being declared in system header.

(m68k-motorola-sysv*, m68000-motorola-sysv*): Compute proper CC value.
