Allow disabling Motif drag protocol

* lisp/cus-start.el (standard): Add new variable.
* src/xterm.c (x_dnd_update_state, handle_one_xevent): Respect
new variable.
(syms_of_xterm): New variable `x-dnd-disable-motif-drag'.
