Remove some directory-changing in lisp/Makefile

* lisp/Makefile.in (setwins, setwins_almost, setwins_for_subdirs): Simplify.
(setwins_almost, setwins_for_subdirs): Don't assume called from srcdir.
(custom-deps, finder-data, autoloads, update-subdirs): No need to cd.
