Implement textdocument/rangeformatting

* eglot.el (eglot-format): New command.
(eglot-format-buffer): Use it as implementation.
(eglot-client-capabilities): Add :rangeFormatting.
* eglot-tests.el (formatting): Also test range formatting.
* README.md (Commands and keybindings): Mention eglot-format.
(Language features): Tick textDocument/rangeFormatting.
