Checkdoc would bug out on empty files

* lisp/emacs-lisp/checkdoc.el (checkdoc--next-docstring): Don't
bug out on malformed Emacs Lisp (bug#34760).
(checkdoc-file-comments-engine): Don't bug out on empty buffers.
