Don't clobber docstrings of explicitly-defined mode hook variables

* lisp/emacs-lisp/derived.el (define-derived-mode):
* lisp/emacs-lisp/easy-mmode.el (define-minor-mode): When defining the
mode hook variable, do not clobber pre-existing docstrings.
