(ange-ftp-waiting-flag): New variable.
(ange-ftp-load): Bind that to t, and catch ftp-error.
(ange-ftp-cf2, ange-ftp-cf1): If ange-ftp-waiting-flag is t,
throw instead of signaling an error.
